2016

2017
- Ad-Hoc committee formed by Warren County Board of Supervisors including staff members, Samuels Library Board of Trustees, and library staff
  - Process lasted several months
  - All options extensively reviewed
  - clear, cost-effective conclusion was library operations remain unchanged
  - MOA established with 3 year duration with 0%, 1%, and 2% increase in annual budget each year
